Eurovignette directive receives first reading vote

The Transport Commission of the European parliament has voted on the first reading of the proposal prepared by Said El Khadraoui concerning the Eurovignette directive.

The principal points agreed are : 
-  earmarking : revenues from taxes allied to the use of the road network should be used to improve the transport situation , but 15 % should be used for the TEN-T trans-European infrastructure
- future taxes will be applied to all vehicles of over 3.5 tonnes, and not of over 12 tonnes as the Council wanted
- systems must be inter-operable
- taxes will be able to vary according to the time of day in order to reflect external costs allied to congestion, within a proportion of 200 % over an 8-hour period
- vehicles responding to the strictest of European norms will be exempt for three years from collection of external costs, in order to encourage fleet renewal.
