|
|
The Transport Commission of the European parliament has voted on the first reading of the proposal prepared by Said El Khadraoui concerning the Eurovignette directive. The principal points agreed are : - earmarking : revenues from taxes allied to the use of the road network should be used to improve the transport situation , but 15 % should be used for the TEN-T trans-European infrastructure - future taxes will be applied to all vehicles of over 3.5 tonnes, and not of over 12 tonnes as the Council wanted - systems must be inter-operable - taxes will be able to vary according to the time of day in order to reflect external costs allied to congestion, within a proportion of 200 % over an 8-hour period - vehicles responding to the strictest of European norms will be exempt for three years from collection of external costs, in order to encourage fleet renewal.
