Driving licences: The limitations of n national issuing power

In 1991 the European Institutions decided to face the problems related to the circulation of drivers within the EC and decided to modernize EC legislation related to driving licence(1). On the one hand, several measures were taken in order to improve safety. On the other hand, citizens’ mobility was increased by applying the principle of mutual recognition to driving licences.
