VAT consolidation in Europe: Disharmonious harmonisation

Recently, VAT grouping has again been on the political agenda of anumber of EU Member States. Belgium will introduce it on 1 April 2007 and Spain will do so on 1 January 2008. Luxembourgis also considering introducing it.
